AUBURN, Ala. (EETV)- Eagle Eye's Sydney Babb breaks down proposed Amendment 3 to the Alabama State Constitution on the ballot this midterm election.

The ballot’s third proposed amendment was added as a request from the family of Lisa Ann Millician, a 13-year-old girl raped and murdered by Judith Ann Neeley in 1982 after Governor Fob James commuted Neeley’s sentence to life in prison in 1999. 

This amendment would restrict the governor's power to commute a death sentence to life in prison. It would require the governor to contact the attorney general and make an effort to contact the victim’s family before this change could occur.
